Spatial Planning Agency of Southern Africa (Pty) Ltd (SPASA) is registered in South Africa. The company was formed in 2003 to address opportunities faced by local government regarding service delivery, governance, capacity building, integrated development planning, and sustainable development. The nature of the service is positioned as a BOOT (Build, Own, Operate, and Transfer) contract based service to effectively address the sustainable development and broad based economic empowerment opportunities and challenges prevalent at that time.

In 2009 SPASA teamed up with Nuri Telecom, a leader in the provision of SmartMeter (Water, Electricity and Gas) infrastructure and management software. Nuri Telecom, based in Seoul, Korea, has pioneered AMR/AMI systems in Korea and in foreign countries over the past eleven years.

SPASA has adopted a business strategy of local employment, capacity building and empowerment. Candidates are appointed and trained in a number of disciplines required for the installation, project management, and day to day operations phases of each project.
